In a large mixing bowl, combine the ground meat, finely chopped onion, green chilies, minced garlic, minced ginger, chopped fresh coriander, chopped fresh mint, ground cumin, ground coriander, ground red chili powder, turmeric powder, and salt. Mix well to ensure all the ingredients are evenly incorporated.
Take a handful of the meat mixture and shape it into a thin, round patty, approximately 1/2 inch thick and 3-4 inches in diameter. Repeat this process to make as many kebabs as desired.
Heat the cooking oil in a skillet or griddle over medium-high heat. Once hot, carefully place the kebabs in the pan. Cook for about 5-7 minutes on each side, or until they are browned and cooked through. Use a spatula to gently press down on the kebabs as they cook to maintain their flat shape.
Transfer the Chapli Kebabs to a serving platter. Garnish with sliced tomatoes, fresh coriander leaves, and mint leaves. Serve hot with lemon wedges and your favorite chutney or raita.
