Preheat your oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
Cook the penne pasta according to package directions until al dente. Drain and set aside.
In a large saucepan, heat the olive oil over medium heat. Add the minced garlic and cook until fragrant, about 1 minute.
Pour in the crushed tomatoes, tomato paste, and heavy cream. Season with salt, pepper, sugar, and Italian herbs. Bring to a simmer and cook for 10 minutes, stirring occasionally.
Add the cooked penne pasta to the sauce and stir to combine. Pour half of the pasta mixture into the prepared baking dish.
Sprinkle half of the mozzarella cheese over the pasta. Top with the remaining pasta mixture and the remaining mozzarella cheese.
Bake in the preheated oven for 20-25 minutes, or until the cheese is melted and bubbly.
Garnish with fresh basil leaves and grated parmesan cheese before serving.

Really enjoyed this recipe. The penne was cooked perfectly, and the basil added a lovely fresh touch. I added some sausage for extra protein, and it was fantastic.
Very good. Easy to make and the taste is fantastic. I added some ground beef and it was great.
This is the best baked pasta recipe I've ever tried! The sauce is so rich and flavorful, and the cheese melts perfectly. Highly recommend it!
